Zakt de overeenkomst tussen de Europese Unie en Turkije over het vluchtelingenbeleid nu al weg in een politiek moeras? Die vraag dringt zich op na de uitspraken van PvdA-leider Samsom over het rapport van Amnesty International.

In het rapport dat vandaag werd gepresenteerd wordt gewag gemaakt van het stelselmatig terugsturen van vluchtelingen door Turkije naar Syrië. Het zou om duizenden mensen gaan die de afgelopen weken onder dwang de grens zijn overgezet. Samsom is op z’n minst gezegd “not amused”. Als Ankara zich niet houdt aan de gemaakte afspraken, worden de door ons gemaakte afspraken niet in praktijk gebracht, zo stelt hij.

Esther de Lange, vice-voorzitter van de christen-democratische fractie in het Europees Parlement (waaronder dus ook de partij van bondskanselier Merkel valt) reageert op het rapport en eist garanties: 'ik wil de garantie dat de Syriërs die wij terugzetten naar Turkije niet in Syrie eindigen. Als we dat niet zorgvuldig kunnen doen moeten we daar maandag niet mee beginnen. Het amnesty-rapport moet onderzocht worden'.

Asieladvocaat Wil Eikelboom wil niet langer aan de zijlijn staan, en roept zijn collega’s op naar de Griekse eilanden te reizen om de vluchtelingen juridisch bij te staan.  Eikelboom was vorige week nog ik het kamp Moria op het Griekse eiland Lesbos, dat na de deal tussen de EU en Turkije veranderde van een open kamp in een gesloten kamp, waar geen journalist of hulpverlener meer naar binnen mag.

Reactie Turkse ambassade

In its most recent report, which has been at the center of public discussion in the Netherlands since its release, Amnesty International claimed that Turkey has been forcing Syrian refugees back to Syria. The report itself does a great injustice to Turkey and the Turkish people, who, since the beginning of the war in Syria, assumed an asymmetric burden in the face of an unprecedented humanitarian crisis, i.e. Syrian refugee crisis.  

For the past 5 years, Turkey has adopted an “open-door” policy for the Syrian civilians who are fleeing from the war in their own country. Additionally, in accordance with our international responsibilities, we have diligently implemented a “no-return” policy for the Syrians, who sought refuge in our country. Turkey has not altered these policies at all and the fact that Turkey currently hosts more than 2.74 million Syrian refugees is a testament to this fact. (2,747,946 to be exact) Likewise, in accordance with international law and legislation, no Syrian was ever forced to return to Syria nor were they ever advised or forced to voluntarily return to Syria, which is a process supervised by UNHCR.

Furthermore, Syrian refugees have been granted temporary protection status in Turkey. All asylum seekers crossing our borders are being biometrically registered upon arrival to receive an official identification allowing them to enjoy public services, including education and healthcare, free of charge. Starting with 15 January 2016, Syrian refugees under temporary protection have also been allowed access to the labor market in Turkey.

Thus, considering that Turkey already hosts millions of refugees, it is simply an unreasonable argument that Turkey would force Syrian refugees to return to Syria in such a small scale as reported by Amnesty International, whose allegations are based on interviews with a selective sample of 50 people, and not to mention, is not substantiated by UNHCR or any other NGOs operating in the area.

We urge Amnesty International to adapt a more responsible approach in their future reporting and not to be manipulated by interest groups, such as smugglers operating in the Aegean Sea, who would stand to benefit from undermining the historic Turkey-EU deal, the main objective of which is to prevent loss of lives in the Aegean, crush the migrant smuggling networks and replace irregular migration with regular migration.
